How to use this template

    Fill in the job header

    Your company, the customer or site, the project name, the foreman, and the permit number. The date field is the sheet's "as of" date — overdue is measured against it, so a copy printed last Tuesday keeps saying what was overdue last Tuesday.

    Add the hold points the job needs

    Open the hold-point library and add the inspections and tests that apply. A slab-on-grade job pulls the underground inspection and the below-slab water test; a job with a tiled shower pulls the liner flood test; a job on a grinder pump pulls the forced sewer test. Skip what does not apply.

    Add your own tasks

    Everything else the crew has to do, tagged to the phase it happens in. Assign it, set a priority, set a due date. Added rows stay visible — this sheet never folds your own tasks away behind a counter.

    Work the list

    Move each task through not started, in progress, blocked and done. The phase strip updates as you go: counts, overdue, and whether that phase can be closed out yet.

    A phase showing "cannot close out" has an open hold point, and the sheet lists it by name and code section. That is the check worth running before drywall, backfill or a slab pour — the one a plain to-do list cannot make.

What makes a plumbing task a hold point

Most plumbing task lists treat every line the same: a description, a name, a checkbox. That works right up until the moment somebody ticks off "run the underground" and the concrete crew arrives the next morning. The problem is that a handful of plumbing tasks are not really done when the pipe is in — they are done when an inspector has looked at them, or when a test has held for fifteen minutes with no drop. Those are hold points, and the difference between them and ordinary tasks is the difference between a punch item and a tear-out.

The code is direct about it. Section 107.1 of the 2018 International Plumbing Code requires that work for which a permit is required remain accessible and exposed for inspection purposes until approved, and it puts the duty to keep it that way on the permit holder — then adds that neither the code official nor the jurisdiction is liable for the expense of removing or replacing material to allow the inspection. That last sentence is the whole commercial argument for tracking hold points: if you bury it early, the demolition is yours. Section 107.2 then names the three inspections the code official makes — underground after the trench is bedded and the pipe laid but before backfill, rough-in after framing and before wall or ceiling membranes, and final after the fixtures are set and the building is ready for occupancy.

The tests sit alongside them in Section 312. Section 312.1 puts the duty on the permit holder to make the applicable tests in 312.2 through 312.10, and the parameters are specific enough to schedule around: the drainage and vent water test wants a ten-foot head held fifteen minutes; the air test wants five psi, or enough to balance a ten-inch mercury column, for the same fifteen minutes; the water supply test wants not less than the system working pressure, with fifty psi of air permitted only on piping systems other than plastic; the building sewer wants a ten-foot head if it is gravity or five psi over the pump rating if it is forced; a shower liner wants two inches of water at the threshold for fifteen minutes with no evidence of leakage; and the final test, after the traps are filled, wants a smoke or peppermint test with the roof openings closed. Every one of those is a scheduling event with a crew waiting on it — which is exactly why it belongs on the task list, and not in somebody's head.

So this builder does one thing a generic checklist cannot. Every task carries a phase and a hold-point flag, and a phase will not report itself complete while a hold-point task inside it is still open — it reports "cannot close out" instead, and names the hold points that are blocking it. It applies the same gate to holds you add yourself, because a specification hold, a submittal approval, or a general contractor's own witness point stops the work in exactly the same way a code inspection does. What the builder deliberately does not do is guess your schedule. There is no authoritative published figure for how long it takes to rough in a bathroom or top out a stack, so it does not predict one; you enter the dates you committed to, and the sheet measures overdue against the "as of" date on the sheet rather than against whatever day someone happens to open the file.

What is a hold point on a plumbing job?

A task that cannot be closed out — and whose work cannot be covered — until a named test or inspection has been made and approved. On plumbing that means the three inspections in 2018 IPC Section 107.2 (underground, rough-in, final) and the tests in Section 312. Everything else on the list is an ordinary task: it is done when the work is done. The distinction matters because Section 107.1 makes the permit holder responsible for keeping permitted work accessible and exposed until it is approved, and puts the cost of uncovering it back on you.

Three, under 2018 IPC Section 107.2. The underground inspection (107.2.1) is made after the trench is excavated and bedded and the piping installed, and before any backfill goes in. The rough-in inspection (107.2.2) is made after roof, framing, fireblocking, firestopping, draftstopping and bracing are in place and the sanitary, storm and water distribution piping is roughed in, and before wall or ceiling membranes go on. The final inspection (107.2.3) is made after the building is complete, the fixtures are in place and properly connected, and the structure is ready for occupancy. "Top-out" and "trim" are trade names for the work between those inspections, not separate code inspections — this builder keeps them as phases because that is how the work is scheduled, but it does not pretend they are code stages.

From 2018 IPC Section 312: the drainage and vent water test uses a head of not less than 10 feet of water held at least 15 minutes; the air test uses 5 psi, or enough to balance a 10-inch mercury column, for not less than 15 minutes; the water supply test uses not less than the system working pressure, or air at not less than 50 psi on piping systems other than plastic, for 15 minutes; a gravity building sewer is plugged at the public sewer and held at a 10-foot head for 15 minutes; a forced sewer is held at 5 psi above the pump rating for 15 minutes; a shower liner is flooded to not less than 2 inches at the threshold for not less than 15 minutes with no evidence of leakage; and the final test after the traps are filled uses smoke or peppermint, the smoke version holding a pressure equivalent to a 1-inch water column for 15 minutes. Each of those sits in the tooltip on its hold point in the builder.

Because a hold-point task in that phase is still open, and the sheet names it. That is the gate, and it is the reason this template is not just a to-do grid. A phase reads "cannot close out" until every hold point in it is done, then moves to "in progress" while ordinary tasks remain, then "complete". You can still mark individual tasks however you like — the gate reports, it does not lock your data.

Yes. Any task on the list can be flagged as a hold point, and it gates the phase exactly like a code one. Use it for specification hold points, submittal or shop-drawing approvals, a general contractor's witness points, a water authority sign-off, or anything else that has to be seen before the work gets buried. The fixed library only covers the code items, because those are the ones with a published source behind them.

A task is overdue when it has a due date earlier than the sheet's "as of" date and its status is not done. The "as of" date is the date field in the job header — not the system clock. That is deliberate: a task list you exported and handed to a crew should say the same thing tomorrow as it said when you printed it, and a spreadsheet whose flags change every time it is opened is a spreadsheet nobody trusts.

Because there is no authoritative published source for plumbing task durations or productivity rates, and inventing one would make every downstream date wrong in a way that looks authoritative. Estimating books exist, they disagree with each other, and none of them is a standard. So the sheet takes the dates you commit to and does arithmetic you can check — open versus done, overdue against a date you set, and hold points open per phase — rather than predicting a schedule it has no basis for.

No. It is the contractor's own scheduling and sign-off record. It is not an inspection approval, not a test report, and it does not certify compliance — the authority having jurisdiction issues the approval, and the test report is its own document. Every export carries that note in full. Also check the edition your jurisdiction adopted: Chapter 1 of the IPC was renumbered in the 2021 edition, so the administrative section numbers cited here (107.1, 107.2) belong to the 2018 IPC, while the Section 312 test numbers are unchanged.
